SALT LAKE CITY — The future of a significant ballot initiative aimed at repealing Proposition 4 is precariously poised, its fate now relying on a handful of signatures in Davis County. As of late Friday, the repeal initiative has narrowly crossed the signature threshold needed across 26 of 29 state Senate districts, but the path is fraught with uncertainty and mounting opposition.

Proposition 4 was designed to tackle gerrymandering by establishing an independent commission responsible for drawing Utah's political boundaries. However, its implementation has faced challenges leading to this repeal initiative, which seeks to place the matter back on the November ballot.

Recently, the initiative cleared the statewide signature requirement, a milestone achieved on a Thursday, a critical development in securing its position on the ballot. As per reports from the Utah Lieutenant Governor’s Office, the initiative had previously met thresholds in all but three districts. Distressingly, the outcome hinges largely on support from Davis County's District 7, represented by Senate President Stuart Adams, which is now confirmed to have surpassed required signatures by a narrow margin of 48 verified signatures.

County Clerk Brian McKenzie confirmed that these removal requests are under review, leaving the ultimate count in District 7 uncertain. Complicating matters further, Rep. Blake Moore has voiced opposition against the Better Boundaries group, which is actively encouraging voters to withdraw their support for the initiative. Moore, a key figure reporting on this matter who previously acted as a co-chair in the formation of the Better Boundaries initiative, is now advocating for voters' ability to maintain their signatures on the repeal petition. In a recent social media post, he stated, “We should let Utahns decide,” framing the initiative as part of democratic participation.

Adding to the controversy, Moore and other Republicans are now proposing an amendment to the Utah Constitution that would grant lawmakers the authority to amend initiatives approved by voters. This marks a notable pivot for Moore, who earlier championed the inclusion of a nonpartisan redistricting commission to resolve district boundary disputes.

Implications for Future Elections

While the repeal initiative's status continues to evolve, the opposition lacks the necessary traction in the remaining districts, all within Salt Lake County where Democrats hold significant sway. Time is running short for opponents to ameliorate their strategies or sway the electorate's opinion against the repeal.

Senate Minority Leader Luz Escamilla has emphasized the need for the public to voice their opinions, arguing that government matters should directly involve public consensus. On the other hand, Better Boundaries, through its executive director Elizabeth Rasmussen, has underscored that while voters have the right to either keep or withdraw their signatures, accurate and truthful information surrounding the initiative is crucial.
